Washington — The Navy’s top enlisted leader, Master Chief Petty Officer of the Navy John Perryman, has released his agenda for the Fleet following a Change of Office ceremony on Sept. 8, 2025. Perryman, the 17th MCPON, framed his approach around a guiding principle of building competence, living character and fostering confidence, and outlined three focus areas: Sailors and Families First, Technical Mastery, and Continuous Development and Talent Management.
The rollout aligns with Chief of Naval Operations Adm. Caudle’s priorities and emphasizes a Fleet centered on people and readiness. “I am committed to removing distractions that don’t matter, delivering training that does, and spotlighting excellence wherever it’s found,” said Perryman.
Against a backdrop of rising global tensions and the continued strategic importance of the maritime domain, Perryman underscored that ships, submarines and aircraft depend on the Sailors who operate them and the families who support those Sailors.
“Our Navy must be manned by world-class Sailors, led by the best warfighters at every level,” Perryman said. “You have my word—I will always fight for you, and for the families who stand beside you.”
