U.S. approves military sale to the Philippines for Bell 505 Jet Ranger X helicopter

The U.S. State Department has approved a possible $150 million sale of Bell 505 Jet Ranger X training helicopters and a broad support package to the Philippines, advancing Washington’s security cooperation with its treaty ally amid mounting regional tensions.

The proposed deal, which still requires congressional review, would provide an unspecified number of Bell 505s along with a comprehensive training and sustainment program. The package includes spare main and tail rotor blades; full-length trainer shoes; Bell 505 Veris flight simulators; delivery and reassembly; and extensive pilot and maintainer instruction. According to the notification, pilot training would cover 22 aviators, including ground and flight training, left-seat orientation, instrument meteorological conditions, and helicopter upset recovery. Maintenance coursework would include a Bell 505 Maintenance Officer Course for six students, plus field maintenance, integrated avionics, component maintenance, and Safran engine maintenance training for 22 students.

Logistics support features a five-year Integrated Logistics Support package and one year of on-site Field and Logistics Support Representatives. The sustainment plan is scoped for two operating bases supporting 22 aircraft flying 200 hours annually over five years. It also includes electronic technical publications for 20 years, a five-year Garmin subscription, and annual program management reviews for three years.

U.S. officials said the sale is intended to strengthen the Philippines’ ability to train and field rotary-wing pilots, closing proficiency gaps and enabling smoother progression to more complex helicopters within the Armed Forces of the Philippines. The State Department described the package as a cost-effective way to expand the country’s rotary-wing training pipeline and overall readiness.

Bell Textron Inc. of Fort Worth, Texas, is listed as the principal contractor.

As with all Foreign Military Sales, the notification does not constitute a final contract. Quantities, configuration, and price can change during negotiations, and Congress can block or modify the sale during the review period.

The Bell 505 is a light, single-engine, five-seat helicopter commonly used for basic and advanced training. It features modern integrated avionics and a Safran engine, aligning with the maintenance and systems coursework included in the proposed package. The prospective deal comes as the United States and the Philippines deepen defense ties, expand joint exercises, and coordinate more closely on maritime security and disaster response across the Indo-Pacific.
