The National Council of Statewide Interoperability Coordinators has released five additions to its video series, aiming to demystify the work of Statewide Interoperability Coordinators and underscore why planning, governance, and cybersecurity are central to reliable emergency communications.

The new installments cover foundational topics and emerging risks. In “What is NCSWIC,” members outline how the council helps states and territories strengthen interoperable communications and coordinate support for public safety agencies. “The Importance of Emergency Communications Governance” focuses on how formal structures guide coordination, decision-making, and the use of resources during crises. “What is SCIP” introduces the Statewide Communications Interoperability Plan as a tool for setting strategy, closing gaps, and aligning stakeholders. “The SWIC and Cyber Planning” details how statewide coordinators integrate cyber considerations into emergency communications. “The Importance of Cyber Planning in Communications” calls for proactive steps to reduce the impact of cyberattacks on critical systems.

NCSWIC represents statewide coordinators who work across agencies and jurisdictions to ensure police, fire, EMS, and other responders can communicate during incidents. The council collaborates closely with partners at the Cybersecurity and Infrastructure Security Agency (CISA) and the SAFECOM program, which provide guidance, governance forums, and technical assistance for interoperable communications.

Interest in these topics has grown as public safety organizations confront complex disasters, technology upgrades, and cyber threats to 911 and radio networks. Statewide plans such as SCIPs and governance bodies that bring local, state, tribal, territorial, and federal participants to the same table are viewed as key to sustaining resilient systems.

The NCSWIC Video Series is available at cisa.gov/safecom/about-ncswic. More information about the council’s work can be found at cisa.gov/safecom/NCSWIC, or by emailing [email protected].
