CJTF-OIR appoints new commander at Middle East ceremony

During a change of command ceremony in the Middle East on August 11, Maj. Gen. Kevin Lambert officially transferred leadership of the Combined Joint Task Force – Operation Inherent Resolve (CJTF-OIR) to Rear Adm. Liam Hulin. This transition marks a pivotal moment in the ongoing effort against ISIS in Iraq and Syria.

CJTF-OIR, established in 2014 and headquartered in Jordan, operates under U.S. Central Command (CENTCOM) to advise, assist, and enable partner forces in their fight against the terrorist group. The ceremony was presided over by CENTCOM commander Adm. Brad Cooper, who emphasized the task force’s significant role in combating terrorism and fostering regional security and stability. He praised Lambert for his exemplary leadership and commitment.

“I am grateful for his unyielding dedication and sterling leadership during his time in command of CJTF-OIR,” Cooper stated. “He has led an outstanding team, at a ruthless pace, across a multitude of dynamic missions over the past year, including CJTF-OIR’s successful transfer of more than 5,700 ISIS prisoners from Syria to Iraqi custody.”

Having assumed command in July 2025, Lambert became the 12th commander in CJTF-OIR history. In his farewell remarks, he expressed gratitude towards his team, acknowledging their resilience and determination.

“It was a privilege to serve during this consequential time in the region,” Lambert remarked. “I could not be more proud of what the coalition has accomplished.”

Following this leadership change, Lambert is expected to take on a new role as the chief of staff at U.S. Army Training and Transformation Command in Austin, Texas. Adm. Cooper welcomed Rear Adm. Hulin as the new commander, citing his extensive operational experience and deep understanding of the region. Hulin, who previously served as CENTCOM’s deputy director of operations, brings decades of leadership in the Navy to his new position.
