The Department of War’s Office of Strategic Capital has opened applications for its National Security Fund Finance program, posting a formal Notice of Funding Opportunity on its website and on SAM.gov. The materials can be accessed at https://www.cto.mil/osc/investment-fund-financing/ and https://sam.gov/workspace/contract/opp/f5b43faeadb64998a43c7bc889f82c6a/view.
The program is designed to provide capital support to credit funds targeting shortages, gaps, and vulnerabilities in critical minerals vital to U.S. national security. As part of its mission, the office plans to use direct loans and other financial tools, with the NSFF serving as a fund-level financing mechanism.
Funding for this effort was provided by the One Big Beautiful Bill Act, signed into law by President Donald J. Trump. Under the program, loans will be made to qualified investment fund managers, who will pair Office of Strategic Capital financing with private capital to invest in portfolio companies focused on addressing U.S. national security shortages related to critical minerals and materials.
Complete proposals are due by 5:00 p.m. EDT on November 1, 2026, and must be submitted to [email protected].
The office may extend deadlines, make one or more awards on an escalated timeline, and engage with applicants between submission and final award decisions. Questions about the program can be directed to [email protected].
