New Cumberland, Pa. — Marine Corps Col. Brogan Issitt, commander of Defense Logistics Agency Distribution San Joaquin, California, has received the Lt. Gen. Andrew T. McNamara Award for Distinguished Leadership, the agency’s top honor for leaders whose strategic vision advances DLA’s global logistics mission.
Army Brig. Gen. Kevin Cotman, commanding general of DLA Distribution, presented the award Sept. 15 at DLA Distribution headquarters in New Cumberland on behalf of DLA Director Army Lt. Gen. Mark Simerly.
Named for a decorated World War II quartermaster who became the first director of the Defense Supply Agency—the organization that preceded DLA when it was formed in 1961—the award recognizes enduring contributions to the enterprise.
Issitt was cited for his stewardship of DLA’s second-largest distribution hub, where teams oversee more than 350,000 national stock numbers, a $12 billion inventory, and roughly 2 million transactions annually in support of warfighters worldwide. “Receiving the Lieutenant General Andrew T. McNamara Award is a deeply meaningful honor,” Issitt said. “General McNamara set the standard for defense logistics, establishing a lasting legacy of agility, accountability, and unwavering support to the joint force. To be associated with that legacy is truly humbling.”
Under Issitt’s leadership, the San Joaquin site transitioned to the agency’s Warehouse Management System in 2025, building advanced workload analytics and setting the first production standards for WMS—benchmarks later adopted across all 24 DLA distribution centers.
He also prioritized workforce development and safety, with the installation recording a 25% drop in total workplace mishaps and a 52% reduction in restricted-duty days during his tenure. About 100 hiring panels brought on 132 employees, pushing staffing to a 97% fill rate.
Issitt credited the San Joaquin workforce with the results recognized by the award. “While this award bears my name, it does not belong to me alone. It reflects the relentless dedication, grit, and ingenuity of an incredible team I have been privileged to lead,” he said. “Thank you for this recognition, and to our workforce for always delivering excellence.”
