Morocco and AFRICOM seek to establish the Africa Multidomain Training and Experimentation Center

The Kingdom of Morocco’s Royal Armed Forces and U.S. Africa Command formalized a collaboration on July 13, 2026, with the signing of a memorandum of understanding at AFRICOM Headquarters. This partnership aims to establish the Africa Multidomain Training and Experimentation Center (AMTEC) in Tan-Tan, Morocco, by 2030.

AMTEC will feature three main components: a Multidomain Training Area (MDTA), a Drone Academy, and an Innovation and Experimentation Center. The MDTA will include specialized facilities that allow military forces to train effectively within various operational environments, emphasizing readiness in electromagnetic and contested scenarios.

The Drone Academy is designed to enhance counter-terrorism efforts, training operators and planners from Morocco and other African nations to effectively integrate small unmanned aerial systems (sUAS) into broader military operations. This includes instruction on airspace management and coordination of intelligence, surveillance, and reconnaissance efforts.

Complementing these initiatives, the Innovation and Experimentation Center will focus on rapid development and evaluation of emerging technologies tailored for counter-terrorism and regional security. By collaborating with academic institutions, the center aims to combine military and educational expertise to craft scalable, cost-effective solutions.

General Mohammed Berrid, Inspector General of the Royal Moroccan Armed Forces, expressed confidence in Morocco’s capabilities as a partner in this venture, highlighting the country’s existing facilities and skilled personnel. General Dagvin Anderson, commander of U.S. Africa Command, underscored the potential for this collaboration to enhance defense readiness and advance technological capabilities for both nations.

The initiative promises to foster innovative network capabilities in underserved regions, enhancing security and economic development while offering low-cost testing opportunities for industry partners. AMTEC is envisioned as a platform for future advancements in wireless and sensing technologies, translating U.S. investment into practical operational capabilities.

Looking ahead, African Lion 2027 is set to be a pilot project for AMTEC, showcasing the integration of advanced technologies within real-world military exercises. This annual event, hosted in Morocco, serves as a testing ground for cutting-edge tools and systems, facilitating partnerships between industry players and military personnel to accelerate the development of innovative solutions.
