The Navy has completed the second phase of a major realignment that shifts day-to-day public works and base maintenance under Commander, Navy Installations Command (CNIC), moving about 8,000 installation public works and mission support personnel as of Sept. 20, 2026. The first phase, finished in February 2026, transferred roughly 2,000 personnel who handle facilities management and environmental services. Administrative transfers for host-nation and U.S. civilian employees in Japan are slated for Nov. 1, 2026, in line with country-specific requirements, according to the Navy.
“This move is all about giving our base commanders the tools and authority they need to get the job done,” said Vice Adm. Scott Gray, Commander, Navy Installations Command. “By putting maintenance teams directly under local command, we can make quicker decisions, prioritize repairs, and keep our bases running smoothly. I am proud to welcome public works professionals to the CNIC team as we work together to support our Sailors, families, and fleet operations.”
Under the new structure, CNIC assumes responsibility for routine maintenance at Navy shore installations. Naval Facilities Engineering Systems Command (NAVFAC) will focus on infrastructure construction, engineering and contracting work that underpins Navy and Marine Corps operations.
“NAVFAC and CNIC worked closely together to set the conditions for a seamless transition of public works functions and ensure continuous support to the fleet,” said Rear Adm. Jeff Kilian, Commander, Naval Facilities Engineering Systems Command. “This realignment strengthens NAVFAC’s ability to drive acquisition reform and accelerate delivery of infrastructure solutions critical to Navy and Marine Corps warfighting readiness.”
CNIC manages the Navy’s global shore enterprise, developing and sustaining base infrastructure and delivering quality-of-life programs. The command oversees 10 Navy regions, 71 installations and more than 63,000 employees, with installations described by the Navy as essential platforms for fleet operations.
