The U.S. Navy is reclassifying nineteen planned Virginia-class submarines equipped with the Virginia Payload Module as guided missile submarines, a move intended to draw a brighter line between those boats and traditional fast-attack variants while emphasizing their long-range strike mission and contribution to deterrence.
Under the change, future Virginia-class boats that include the payload module will carry the SSGN designation historically associated with the Navy’s four converted Ohio-class guided missile submarines. Those Ohio-class SSGNs—each able to carry a large volume of land-attack cruise missiles—are slated to leave service over the next several years, creating a well-known dip in undersea strike capacity later this decade. By formally labeling VPM-equipped Virginias as SSGNs, the Navy is signaling that the class’s payload-heavy variants are intended to shoulder a greater share of that mission as the legacy platforms retire.
The Virginia Payload Module is an 84-foot hull section inserted into the submarine that adds four large-diameter payload tubes. In practice, the VPM increases the submarine’s capacity for land-attack cruise missiles significantly—allowing a Virginia-class boat to carry up to roughly 40 Tomahawks—while also providing volume and flexibility for other payloads such as unmanned systems and future weapons.
The reclassification could have ripple effects across Navy planning documents and fleet accounting. Until now, Virginia-class submarines—regardless of block or payload configuration—have been counted in the fast-attack (SSN) category central to longstanding force-structure goals. Labeling a tranche as SSGNs may refine how the Navy tallies strike capacity versus traditional attack submarine missions such as anti-submarine warfare, intelligence collection, and escort duties. It also underscores a shift toward submarines as a primary means of delivering long-range, survivable conventional firepower in contested environments.
Industry and schedule realities loom large over the change. General Dynamics Electric Boat and HII’s Newport News Shipbuilding build the Virginia class even as they prioritize the Columbia-class ballistic missile submarine program, which has first claim on skilled labor and suppliers. Workforce shortages and supply-chain bottlenecks have already delayed some Virginia-class deliveries, and Block V boats that incorporate the VPM have slipped into the second half of the decade. How quickly the Navy can field a sizable SSGN contingent will depend on recovering production rates and stabilizing the industrial base.
Budget documents released in coming cycles are expected to reflect the updated designation and could clarify any implications for procurement profiles and mission planning. For now, the move codifies what has been a de facto reality: VPM-equipped Virginias are built to deliver outsized strike power from beneath the sea, bridging a looming gap as the Ohio SSGNs retire and reinforcing the Navy’s emphasis on long-range conventional deterrence.
