The Navy has completed migrating MyNavy HR systems to a cloud Environment, a move leaders say lays the groundwork for a unified, more secure and resilient digital personnel enterprise across the fleet.
The transition is part of Project THETIS, an initiative led by Chief of Naval Personnel Vice Adm. Jeffrey Czerewko to phase out disparate legacy platforms in favor of a consolidated architecture serving Sailors, civilians and senior leaders. “This is the first step of a broader shift in how the Navy approaches modernization,” said Czerewko. “We are moving beyond maintaining individual systems toward building an integrated digital ecosystem—one that is secure by design, resilient by architecture, fiscally responsible in execution, and centered on the needs of the Fleet.”
Service officials said the effort was executed by a cross-organizational team from MyNavy HR Personnel Systems Management (OPNAV N16), Navy Personnel Command, MyNavy HR IT Solutions (PMW 240), and Navy Information Warfare Systems Atlantic, establishing a cloud foundation to support ongoing modernization. “The MDC migration is the result of months of diligent teamwork,” said Kirstin Riesbeck, director for MyNavy HR Personnel Systems Management. “I am incredibly proud of the tremendous work by everyone who helped make this a reality.”
According to the Navy, the new architecture hardens defenses around sensitive personnel data through identity verification, tighter access controls, encryption and improved enterprise-wide visibility. Officials said there were no data security issues during the transition.
Moving critical functions off a single aging facility is also intended to bolster continuity of operations, enabling personnel support to remain available during infrastructure outages, severe weather or other disruptions, regardless of a Sailor’s location or operational setting.
Leaders also pointed to cost and performance gains, saying cloud services reduce technical debt and recurring investments in physical data centers while providing scalability for future capabilities. “The successful completion of the MDC migration is an important milestone in how we modernize the way MyNavy HR supports the warfighter and the Fleet,” said CAPT Chris Gahl, program manager for MyNavy HR IT Solutions under Portfolio Acquisition Executive Mission Systems. “This effort goes beyond the basics of moving data from one location to another. It was about building a more secure, resilient, and integrated foundation that protects Sailor information which in return strengthens readiness by giving us the infrastructure we need to deliver the next generation of personnel capabilities.”
Navy officials framed the completed migration as a starting point rather than an endpoint, saying the new backbone will enable continuous improvements to personnel services and delivery of modern tools to support readiness.
