The Department of the Air Force and the state of Texas have entered into a new collaboration aimed at speeding the flow of commercial innovation into U.S. national security space programs, officials announced July 30, 2026.
As part of the effort, the Air Force Research Laboratory signed a Partnership Intermediary Agreement with the Texas Space Commission, creating a formal channel to connect the state’s commercial, academic, and research communities with the Department’s expanding space initiatives. The framework is designed to get new technology into the U.S. Space Force faster, move prototypes toward operational use, and bolster the financial health and resilience of the domestic space industrial base.
“In a contested space domain, our strategic advantage depends on the ability to innovate faster than adversaries,” Meink said. “This agreement represents a fundamental shift in how we work with the nation’s most dynamic industrial and research hubs. It’s establishing a defined pathway to convert commercial ingenuity into decisive military capability.”
The agreement aligns with the Space Force’s Commercial Space Strategy, which emphasizes tapping commercial solutions to maintain a competitive edge as threats in orbit grow more complex. A key element will be the Space Force Front Door, the service’s portal for companies seeking to engage on technology needs. Officials said the portal will be the primary on-ramp for new ideas and capabilities, reducing barriers for non-traditional vendors and accelerating technical integration.
Texas—home to more than 2,100 aerospace companies and to NASA’s Mission Control in Houston—has long been central to U.S. spaceflight. The new pact adds a defense-focused dimension to the state’s space portfolio, while supporting local supply chain strength, advanced manufacturing, and workforce development.
Partnership Intermediary Agreements are a long-standing tool used by Defense Department laboratories to collaborate with industry and academia, particularly small businesses and emerging firms. By using a PIA with the Texas Space Commission, the Department intends to more efficiently scout promising technologies, match them to operational gaps, and move successful demonstrations into formal programs of record.
Program organizers outlined four focus areas that will guide the joint work:
– Commercial alignment: Systematically evaluating commercial offerings against national security requirements to speed adoption of commercial off-the-shelf solutions where feasible.
– Industry engagement: Deepening ties across Texas’s aerospace sector, universities, and startups to stimulate collaborative development and accelerate breakthroughs.
– Faster acquisition: Employing flexible contracting and development pathways to field capabilities quickly and respond to emerging threats with less bureaucracy.
– Industrial base strength: Shoring up supply chains and expanding regional aerospace hubs to ensure sustained production and support for critical space systems.
Officials said the collaboration is intended to compress traditional defense development timelines by maturing commercial solutions more rapidly, smoothing the transition from prototype to program, and expanding the pipeline of qualified suppliers. The approach also seeks to widen participation by non-traditional defense contractors through simplified pathways and clearer visibility into Space Force needs via the Front Door.
“To translate our strategic objectives into capabilities, this partnership focuses on four pillars of cooperative development to help deliver solutions at the speed of relevance,” Meink said.
“The work we are starting with Texas will positively affect our space architecture for decades to come,” Meink added. “By securing our industrial base and streamlining how we acquire space capabilities, we ensure that the United States Space Force remains dominant, now and in the future.”
