The Defense Logistics Agency Foundation has awarded 32 scholarships for the 2026–2027 academic year to students with close family ties to current or former DLA employees. Each scholarship carries a $2,000 award and is granted based on merit and financial need.
Two memorial scholarships headline this year’s awards. The Frank Lotts Scholarship, designated for a student pursuing a STEM degree in honor of the former DLA senior executive who died in 2007, went to Gabriella Olson, a family member of a DLA Troop Support employee. The scholarship named for Terry Phillips, a DLA Distribution employee in Oklahoma City who died in 2023 and presented to the top applicant with a family member assigned to DLA Distribution or DLA Weapons Support in Oklahoma City, went to Leanna Kohl, a family member of a DLA Distribution employee.

Eligible applicants include children, stepchildren, grandchildren, nieces, or nephews of current or former DLA military or civilian employees. The foundation funds its scholarship program through events held throughout the year, personal contributions, and Combined Federal Campaign donations. It is a 501(c)(3) nonprofit organization and is not affiliated with the War Department.
