New commander takes helm at DLA Troop Support Europe and Africa

KAISERSLAUTERN, Germany — The Defense Logistics Agency’s forward command responsible for sustaining U.S. forces across Europe, Africa and the Middle East changed hands June 26, as Army Lt. Col. Alan Strange assumed command of DLA Troop Support Europe & Africa from Army Lt. Col. Eduardo Rivera.

The ceremony at the Armstrong Club on Vogelweh was officiated by Army Brig. Gen. Sean P. Kelly, who leads DLA Troop Support from its headquarters in Philadelphia. DLA Troop Support Europe & Africa serves as a key forward element of the Defense Logistics Agency, the Defense Department’s combat logistics arm.

The unit provides materiel and services through four supply chains—subsistence; clothing and textiles; medical; and construction and equipment—supporting U.S. and allied warfighters and enabling theater sustainment operations.

Kelly lauded Rivera’s tenure, citing performance across a challenging operating environment. “Your impact on two distinct theaters of operations has been profound,” Kelly said. “With you leading the charge over the last 24 months, Troop Support Europe & Africa has stood postured and fully prepared for mission success, even in the most highly contested logistics environments.”

In keeping with Army tradition, the passing of the unit colors from Rivera to Strange marked the formal transfer of authority and responsibility.

Rivera, who departs for an assignment at the U.S. Army War College, credited his team for the command’s achievements. “The team’s care, commitment and sense of duty drive them to go above and beyond,” Rivera said. “It has been an honor over these past two years to serve with this dedicated team of professionals.”

Strange signaled continuity of mission as he took the guidon. “I look forward to carrying on the tradition of outstanding support to the Warfighters as a trusted mission partner. Warfighter Always!”
